Meet Our Scientists and Engineers
James Newby (Sr. Engineer/Modeler): BS, Mechanical Engineering
29 years of experience in air permitting. Work submitted in New Mexico, Utah and surrounding states has included emissions calculations, regulatory applicability determinations, best available control technology (BACT) analyses, emissions off-set evaluations, and modeling. Extensive experience in construction and Title V permitting for the gas industry, including processing plants and compressor stations. An experienced modeler who has conducted numerous analyses to determine compliance with state and federal standards for gas plants, compressor stations, cement plants, landfills, aggregate processing plants, etc.
Elizabeth Killion (Sr. Scientist): BA, Environmental Biology
Over 30 years of air quality permitting, compliance, and risk assessment screening experience. For the natural gas industry, prepared hundreds of applications for permits and permit revisions for New Source Review (NSR), Title V Operating Permits, and Prevention of Significant Deterioration (PSD) level facilities. Prepared hundreds of annual emission inventories including greenhouse gas emissions. As a scientist with the New Mexico Air Quality Bureau, reviewed applications and prepared permits and permit revisions. Prepared multidisciplinary assessments under the California Environmental Quality Act (CEQA) the National Environmental Policy Act (NEPA). Specialized duties in quality assurance and quality control for ambient air quality monitoring. Participated in prominent air quality studies that are still used for reference and policy setting.
Randal Klein, P.E. (Principal Engineer): BS, Env. Engineering; MS, Soil Science
Over 30 years of experience as a consulting environmental and civil engineer. Managed air emissions inventories and dispersion modeling projects, spill prevention control and countermeasure plans, RCRA, CERCLA, and UST activities, NEPA environmental assessments, multimedia audits, and Phase I and II site assessments; supervised health and safety compliance; wrote risk assessments and regulatory analyses; planned reclamation of disturbed soils; modeled the transport of contaminants; and completed many projects involving waste treatment, storage, and disposal.
